Representatives of interregional public organization «Spravedlivost» and interregional public movement «Narodny Sobor» addressed to Dmitry Medvedev, Russian president with the request to make up an inter-department commission to control the Corruption Counteraction Council. According to the human rights activists, it is necessary to undertake an objective investigation of unlawful activities of a number of high-ranking officials of Moscow region.
The «Spravedlivost» representatives told that in 2008 году IPO «Spravedlivost» faced an appeal of citizens and organizations who had suffered from unlawful activities of Moscow regional officials, among which Aleksey Panteleyev, member of Council of Federations, Petr Katsyv, deputy chairman of Moscow regional government, minister of transport, Alexander Mitusov, first deputy minister of transport of Moscow region and Aleksey Kuznetsov, former minister of finance of Moscow region. After the public investigation numerous facts testifying causing damage to the country and its citizens by the corrupt officials were disclosed and published. On the basis of the received materials several actions were brought into court.

- The public investigation which had been undertaken by IPO «Spravedlivost» for nearly two years showed that suppression of unlawful activities of Panteleyev-Katsyv group members by strength of one law-enforcement body is impossible. The presence of high-ranking protectors allows this group misinform any of the heads of law-enforcement bodies and block investigations, Andrey Stolbunov, chairman of «Spravedlivost» declared at the press-conference which was held at Rocbalt information agency.
According to the leader of the public organization, thanks to efforts of the interested officials of law-enforcement bodies unlawful criminal prosecution of Spravedlivost activists and people declaring unlawful activities of high-ranking officials was organized. Unlawful searches, collection of information, arrests, fabrication of criminal cases, pressure on witnesses – all means are good for struggling «improper» human rights activists. That these are not merely words the journalists who had come to the presence-conference could make sure, as they say, with their own eyes. The matter is that among the participants there was Dmitry Baranovsky, deputy chairman of Board of Directors of IPO «Spravedlivost». He just could not get to the meeting with mass media representatives, as he was summoned to the investigator’s questioning that day.
- The fabricated criminal cases concerning Spravedlivost leaders and activists appeared right after the beginning of the public investigation, Stolbunov remarked.
So, in his opinion, Panteleyev-Katsyv group members try prevent the activities of the public organization and escape responsibility. Unfortunately, in fact some law-enforcement officials play for the corruptionists.
- Probably, somebody remembers the events of this May 28 when an unlawful search was tried in the office of «Spravedlivost». The people in civilian clothes who came to us turned to be officials of Main Department of Internal Affairs of Moscow region and Federal Security Service Board of Moscow and Moscow region. They had no legal grounds for undertaking operative actions in the office of «Spravedlivost», however, they did not hesitate to force the door and even use violence when I tried point them at illegality of their actions, Stalina Gurevich, deputy chairman of Board of Directors of «Spravedlivost» said.
The same day she got her beating registered at a traumatic  centre and made a written statement at Basmmanny Procurator’s office, but during the last almost 3 months the case did not move from the dead point. Only recently the lawyer learned that on July 25 the Investigation Committee of Basmanny district Prosecutor’s Office of The Russian Federation made a resolution of refusal to bring action into court.
The necessary absence of Dmitry Baranovsky did not interfere give publicity to the main theses of his report. Anatoly Korotchenko, deputy chairman of IPO «Spravedlivost», told about the newly disclosed episodes of unlawful activities of Aleksey Panteleyev, the former Vice-Governor of Moscow region.
- We dispose of documents which say that Panteleyev, being Vice-Governor of Moscow region, forced a guarding company to guard his house in Barvikha for free during several years, Korotchenko noticed.
If the high-ranking official had been paying for this service, he would had been billed for 30 million roubles. On this fact  подано an appeal to Yury Semin, public prosecutor of Moscow.
According to participants of the press-conference, it was from the only episode in the dubious activities of the high-ranking officials. The material damage caused to the country by the corruptionists is estimated by dozens of milliards of roubles. By the way, they all are not only at large but many are high-ranking officials and have regalia.
Oleg Kassin, The co-chairman of public movement «Narodny Sobor» stated that the situation with the investigation of cases in the sphere of morality also leaves much to be desired.
- It is obvious that we face unwillingness of law-enforcement authorities to investigate even the most resonant cases, Kassin stated.
He said that according to some declarations of «Narodny Sobor» criminal cases had not been initiated for more than a year. Moreover, evidence confirming the fact of crime disappear mysteriously from the materials of the case.
- A striking example is a story with forgery of expertises of Tretyakov Gallery exhibits. Although millions of dollars stolen by the swindlers appear in this case, nobody wants to engage in it now, Oleg Kassin remarked.
In the course of the press-conference the human rights activists appeal to Russian President Dmitry Medvedev was made public, в котором указывается in which the present situation discredits fully the efforts of countries leaders aimed at struggle with corruption. Human rights activists are sure that only creation of an interdepartmental group for controlling the Corruption Counteraction Council can help to investigate activities of high-ranking officials.
