We tie the arrest and criminal prosecution pf our companion exclusively with his public activities. Dmitry Baranovsky took an active part in public social investigations of human rights violations held by IPO «Spravedlivost». He was one of those who publicized facts of corruption and abuse. One of such investigations was tied with large-scake embezzlements and abuses in Moscow region.
It seemed like it was a secret for nobody that officials steal and bribe. However IPO «Spravedlivost» had only name the ones who turned their positions into sinecures, when repressions began against our organization, its activists and those who appealed to us for help. First Andrey Stolbunov, chairman of Board of Sirectors of IPO «Spravedlivost»  was exposed to criminal prosecution. The case was re-launched and suspended several times until it broke ultimately.
At the same time fabrication of Dmitry Baranovsky’s case was under way, and it was maintained by searches in the offices of IPO «Spravedlivost» and its partners in anti-corruptive activities, at work and in the places of residence of its activists. Although nothing unlawful was found during these searches, forces and funds spent were not little.

In 2006 militia officials of the city Of Kursk fabricated a criminal case against Vadim Kiselev, born in 1986 grounded on false confession and false indications of witnesses. There is cover-up of offocials called up to observe legality in taking procedings. A penalty of 9 years of deprivation of liberty at a high security  colony was imposed upon Vadim (Federal State Board of Penalty Execution No.2 of Kursk regional Board of Federal Service of Penalty Execution of Russia).
IPO "Spravedlivost" will strive for full discharge of not guilty Vadim.
On September 12, 2006 Vadim Kiselev was arrested by two militia officials of department 2 of BIA of the city of Kursk from the classes at the institute. Without arrest registration, ath the department office militia workers using threats against him and his relatives, «conversed» with him till 9 p.m. about the fact of death of Pavel Sheverev – son of the city’s sports committee chairman.

Earlier, at night on September 5, 2006, Sheverv P.S. was beaten unmercifully by unknown persons. Sheverev died later at hospital of bodily injury. Vadim had known the dead and had no hostile relations with him. Vadim was discharged after they became sure of non-participation in the crime.

The appeal of Maria Ivanovna Rogacheva, widow of the World War II veteran came to interregional public organization «Spravedlivost».
The 90-year-old woman lives with her grandson in Naro-Fominsk of Moscow region, in a old tumbledown house. her husband – a war veteran – was in a privileged line for improvement of living conditions. Burt after his death Maria Ivanovna was excluded of the line.
Rogavheva thinks that the actions of the administration are illegal and asks IPO «Spravedlivost» to investigate the situation.
The first acquaintance of «Spravedlivost» with the Rogachev family took place in December of 2009. Then, on the invitation of NTV television company, Chairman of Board of Directors of IPO «Spravedlivost» Andrey Stolbunov took part in a journalistic  investigation of the program «Struggle for Property» where Maria Ivanovna appealed at.
The Rogachev couple had lived in a slag stone house built in 1958 for over 40 years. It is natural that the house давно is dilapidated: during the past years the house had several times been repaired, as it was in the state of emergency. Ivan Yegorovich Rogachev, The war veteran and winner of many military awards had long dreamt of a new flat. According to his relatives, the first experience of communicating with officials in 1995, when Ivan Yegorovich was placed in line for improvement of living conditions, was not easy. But here was hope yet. 

IPO «Spravedlivost» starts a public investigation of the situation in «Rechnik» settlement in the west of Moscow. Pulling down of the houses in the settlement began On January 21, 2010, but the story of the opposition of the inhabitants and the urabn authorities had lasted for several years already, and each party has its truth.
As the house owners state, gardening on the left bank of Moskva river appeared in the mid 50s. According to them, land share on the right of permanent use was undertaken at that time and the plot was assigned to Karamyshevsky waterworks structure. The enterprise workers (many of them were war veterans) began to build a settlement. In 1996 the right of state enterprise «Moskva Channel» on this plot was confirmed and it was registered as federal property. Presently Moscow Government tries to acknowledge judicially these buildings unlawful and pull them down.

Interregional public organization «Spravedlivost» starts a public investigation of the circumstances of a tragic traffic accident which happened on this September 29 in the town of Volgodonsk, Rostov region. Then a crush an off-highway vehicle, Ford Explorer and Honda motorbike resulted in the death of a 29-year-old biker Andrey Krivonosov.
Traffic inspection officials answered quite unwillingly the questions put by journalists who came to the place of the accident and avoided the details. But Volgodonsk is a small town, and soon mass media representatives learned that the off-highway vehicle had been driven by Svetlana Palamarchuk, the wife of the director of the local atomic power station. As evidenced by the witnesses on a visdeo right after the accident the woman drove along a minor road and did not make way for the motorcycle rider who had priority. According to them, Palamarchuk did not even try to render first aid to the suffered man and, in fact, did not leave her car before the arrival of traffic police servicemen, and following the inspectors the atomic power station security service officials and A.V.Palamarchuk, the station director in person came.

Mikhail Beketov, chief editor of Khimkinskaya Pravda newspaper,
Is known for his critical articles about the activities of Khimki administration. It was he who drew public attention to destruction of flyers’ graves near Leningradskoye shosse, and he also lit up the struggle foe Khimkinsky forest, large-scale cutting down of which was to be undertaken in connection with construction of speed highway Moscow – St.Petersburg.
Mikhail Beketov, according to his colleagues, was threatened not once. In May 2008 his car was exploded. As Beketov himself stated, the investigation of this incident was delayed in every possible way. When Beketov shared his suggestion that Khimki administration officials were interested in the frightening action, против журналиста было возбуждено a criminal case under the article «Slander» was lauched against him. The defender of Mikhail Beketov on this case was Stanislav Markelov, a well-known Moscow lawyer.
On November 13, 2008 an attack was launched on Mikhail Beketov.
In the state of coma with heaviest injuries the editor of Khimkinskaya Pravda was brought to Sklifosovsky Scientific Research Institute of First Aid.

Since May 2008 till April 2009 in the capital’s district of Sviblovo within the city program «A repaired house for responsible owners» a capital repair of 6 multi-storeyed living houses was made. By the way, the inhabitants of the houses No.3,5,9/2,9/3 on Serebryakov passage and No. 14/2,14/3 on Snezhnaya street beleive that the works had not been made in full. They ground their conclusions on the expert conclusion of Moscow Housing Inspection which, in particular, notes an unsatisfactory roof state. 

A letter (Annex 1) concerned with corruption of the leaders of Board of Internal Affairs Of Novokuznetsk, Kemerovo region came from Public Chamber of the RF to IPO «Spravedlivost». As well as a copy of the appeal of lawyer A.B. Makarchuk to Public Chamber of the RF (Annex 2). The lawyer reports in it of the facts of corruption in law-enforcement authorities of Novokuznetsk. The information was received by him by executing of his professional duties of protection of legal rights and interests of his principals.
In July 2007 the position of head of Main Board of Internal Affairs of Novokuznetsk waa taken by militia colonel Sergey Salnikov. From the first days of his work, according to the lawyer’s appeal, he tried to press disagreeable officials off the city’s BIA.

House No.48 bldg.3 on Leningradsky Prospekt in Moscow was built in  1893. For a long time the building was in emergency state. By the way, the majority of flats are communal. They were long in insanitation but are still inhabited by people.
The inhabitants of house No.48 held the building examined more than once at their own expense, but these yielded one conclusion:the building is not suitable for living. However, the authorities of Northern administrative district of Moscow where the emergency house is situated did not take any actions of settling its inhabitants in a new place or reconstruction for a long time.
In September 2008 в произошло a serious collapse of the ceiling happened in one of the flats. Fearing for their lives, the inhabitants were forced to move to tents which were placed in front of their flats. Only after that the officials responded the situation. Yury Hardikov, prefect of NAD came to the scene and commanded to settle the situation.

An appeal of activists of Konstantin Vasilyev Painting Lovers Club was received by interregional public organization «Spravedlivost». In their opinion, Vasilyev’s Museum founded by the Club in Lianozovo had been several times already starting from 2002 the object of raider attacks. The admirers of Vasilyev’s paintings are convinced, that the land on which the museum is located is of great interests for raiders. In case of successful fulfillment of seizure plans living houses can appear on the place of seizure and the valuable paintings would be lost forever.

Andrey Gennadyevich Kulagin was the head of department of IPO «Spravedlivost» in Republic of Karelia since the date of its foundation in 2007. He was a member of Public Institution Trusteeship Council of Ministry of justice of Karelia, took part more than once in the events aimed at improvement of conditions of prisoners’ treatment.
In June 2008 Andrey together with the head of Karelian regional public organization «Ravovesiye» («Balance») Alexander Gezalov and representative of Karelian Eparchy visited republican isolation cell No.9. The result of the visit was that he prisoners received both legal and material assistance – products and warm clothes.
At sittings of Public Institution Trusteeship Council Andrey Kulagin always advocated humanization of prisoners’ conditions, supported all decisions aimed at improvement of the situation in prisons.

The information possessed by IPO «Spravedlivost» suggests that an organized group of people which is presumably specializes in unlawful use of state property, appropriation of budgetary funds and unfriendly absorption (raidering) of the country’s and individuals’ enterprises and real property in Moscow region has acted for continuous time. The group’s activities are characterized by features of systematic corruption, it discredits the authorities and damages the country.
Certain facts show that this group assisted by foreign companies under its control undertakes actions with the signs of legalization (washing) funds unlawfully acquired in Russia.

In the 90s resulting from activities of certain entrepreneurs using corrupt ties Moscow government officials and law-enforcement officials committed the following unlawful actions:
- damaging to the budget of the city of Moscow in the form of non-payment of taxes on the commercial sale of flats in the house;
- people’s deprivation of their expected flats by law in North-eastern administrative district;
- appropriation of 70 % grants provided for the people in North-eastern administrative district ;
- appropriation of the fully paid 3 flats belonging to common people on the basis of orders of Municipal Housing Department of the city of Moscow;
- appropriation of all uninhabited facilities of the whole house;
- appropriation of a land plot allocated for common people for construction of the house of Housing Cooperative Society «GAMA»;
- appropriation of money assets of the Housing Complex spent by the shareholding members on project technical documentation of technical economical grounding of engineering technical networks of the living house.
