Andrey Gennadyevich Kulagin was the head of department of IPO «Spravedlivost» in Republic of Karelia since the date of its foundation in 2007. He was a member of Public Institution Trusteeship Council of Ministry of justice of Karelia, took part more than once in the events aimed at improvement of conditions of prisoners’ treatment.
In June 2008 Andrey together with the head of Karelian regional public organization «Ravovesiye» («Balance») Alexander Gezalov and representative of Karelian Eparchy visited republican isolation cell No.9. The result of the visit was that he prisoners received both legal and material assistance – products and warm clothes.
At sittings of Public Institution Trusteeship Council Andrey Kulagin always advocated humanization of prisoners’ conditions, supported all decisions aimed at improvement of the situation in prisons.
Andrey Kulagin disappeared on May 14, 2009. He got a call late at night, he came out, took a taxi and got to the place where the meeting took place at a cafe. Nobody ever saw him. Andrey’s relatives appealed to militia, a search case of his disappearance was filed, but the searches were in vain.
Andrey Kulagin’s body was found in a sandy mine near Petrozavodsk on July, 10 2009. He identified by his wife and brother. That it was Andrey was also confirmed by dactyloscopic research.
A criminal case under article 105 part 1 of the Criminal Code of the Russian Federation was instituted on the fact of murder. A special investigation brigade of the Investigation Committee units specializing in investigation premeditated murders committed with no witnesses is working on the case
That same day following a report of Andrey Kulagin’s murder Yezhi Buzek, head of European Parliament called the Russian authorities to find the guilty.
Under preliminary information, stones were found in the dead man’s pockets..
Probably the reason for the crime could be the human rights activities. IPO «Spravedlivost» will trace the investigation proceedings.
