Since May 2008 till April 2009 in the capital’s district of Sviblovo within the city program «A repaired house for responsible owners» a capital repair of 6 multi-storeyed living houses was made. By the way, the inhabitants of the houses No.3,5,9/2,9/3 on Serebryakov passage and No. 14/2,14/3 on Snezhnaya street beleive that the works had not been made in full. They ground their conclusions on the expert conclusion of Moscow Housing Inspection which, in particular, notes an unsatisfactory roof state.
At the same time, the housing inspection of North-eastern district of Moscow had detected no defects. The inhabitants came with their problem for a personal reception o Irina Raber, prefect of North-Eastern Administrative District, but this meeting yielded no results.
Appelas of Larisa Finashova, chairman of one of the house committees to law-enforcement authorities gave nothing, too. Moreover, after the end of repairing the people of these house learnt casually that the Property Owners Community had been made the manger of their houses tough they had long before bee governed by the Unified Customer Direction. The inhabitants of one of the houses had already become the notices that starting from January 1, 2010 the Unified Customer Direction would stop servicing of their house. By the way, as some people say that signatures had been forged at the minutes of general meetings where the decision of founding the Property Owners Community which had taken possession of servicing of the named houses had been made. It was blamed on certain Chernichenko, legal adviser of state board «Engineering systems of Sviblovo district».
Not wishing to reconcile with this situation, an initiative group of the flat owners in early October of 2009 appealed for help to IPO «Spravedlivost».
