Interregional public organization «Spravedlivost» starts a public investigation of the circumstances of a tragic traffic accident which happened on this September 29 in the town of Volgodonsk, Rostov region. Then a crush an off-highway vehicle, Ford Explorer and Honda motorbike resulted in the death of a 29-year-old biker Andrey Krivonosov.
Traffic inspection officials answered quite unwillingly the questions put by journalists who came to the place of the accident and avoided the details. But Volgodonsk is a small town, and soon mass media representatives learned that the off-highway vehicle had been driven by Svetlana Palamarchuk, the wife of the director of the local atomic power station. As evidenced by the witnesses on a visdeo right after the accident the woman drove along a minor road and did not make way for the motorcycle rider who had priority. According to them, Palamarchuk did not even try to render first aid to the suffered man and, in fact, did not leave her car before the arrival of traffic police servicemen, and following the inspectors the atomic power station security service officials and A.V.Palamarchuk, the station director in person came.

The fact that the husband came to help in such an uneasy situation is not criminal in itself. There is hardly a person who would not have acted so in his place. But the matter is different – could his interference have influenced the investigation of the tragedy circumstances? We cannot state that it could. But, strangely enough, the lawyer of the dead young man’s family was never given the administrative materials: the accident’s plan, a certificate of the accident with the damages and inspection list of the place of the accident. In his interview to Volgodonsk Vestnik television company, lawyer Vladimir Bikovsky states that these documents have been sent to Rostov for expertise investigation but neither he nor Andrey’s relatives know what they contain. Moreover, it turned out that it is impossible to find a single accident witness who is ready to give evidence, thought there were many witnesses on that day – there is a market near the crossing, there are always a lot of people. It is unknown why they all keep silent.
When this material was getting prepared we became aware that the investigation board of Volgodonsk board of internal affairs had made a resolution of refusal in initiating of a criminal case.
- The resolution under part 2 of part 1 of art. 145 of the Criminal Code (of refusal in initiating of a criminal case) had been made no corpus delicti, resulting from the check-up and study of the official documents, Alexander Shulga, head of the headquarters of Volgodonsk board of internal affairs, militia colonel, confirmed it to S-pravdoy.ru in a telephone conversation.
Indeed, he failed to specify what documents had been studied by the investigation and advised to get explanation from Sergey Babchenko, head of the investigation board of Volgodonsk board of internal affairs,.
However, colonel Babchenko did not tell us на what the resolution had been grounded on. He even refused to communicate with journalists.
- We do not answer such question on the phone, Babchenko’s secretary argued. Come personally.
She did nor consent to accept a journalist inquiry by fax or e-mail, alluding that it was not an official document. But she let it casually out that the ground for the refusal was some «conclusion from Rostov». Evidently, that «expert investigation» which the lawyer had mentioned. Judging by the result, the documents had come to the region’s centre in a «necessary» form.
Presently the resolution of refusal in initiating of a criminal case is Volgodonsk prosecutor’s board. It is expected that any day a legal estimate of the investigators’ decision would be given.
