A Veteran’s Widow Was Left Withouth the Promised

The appeal of Maria Ivanovna Rogacheva, widow of the World War II veteran came to interregional public organization «Spravedlivost».
The 90-year-old woman lives with her grandson in Naro-Fominsk of Moscow region, in a old tumbledown house. her husband – a war veteran – was in a privileged line for improvement of living conditions. Burt after his death Maria Ivanovna was excluded of the line.
Rogavheva thinks that the actions of the administration are illegal and asks IPO «Spravedlivost» to investigate the situation.
The first acquaintance of «Spravedlivost» with the Rogachev family took place in December of 2009. Then, on the invitation of NTV television company, Chairman of Board of Directors of IPO «Spravedlivost» Andrey Stolbunov took part in a journalistic  investigation of the program «Struggle for Property» where Maria Ivanovna appealed at.
The Rogachev couple had lived in a slag stone house built in 1958 for over 40 years. It is natural that the house давно is dilapidated: during the past years the house had several times been repaired, as it was in the state of emergency. Ivan Yegorovich Rogachev, The war veteran and winner of many military awards had long dreamt of a new flat. According to his relatives, the first experience of communicating with officials in 1995, when Ivan Yegorovich was placed in line for improvement of living conditions, was not easy. But here was hope yet. 


As early as in 2006 the town administration officials soothed the veteran: it was not much waiting, you are in line, No.17. But in June of 2008 Ivan Yegorovich was gone having not survived new home. According to Ivan Yegorovich’s grandson, in March 2009 a special commission examining life conditions came to Maria Rogacheva. They assured the widow: she was already the fourth in line, so she would get a flat any day. However, in September 2009 instead of the promised new house she got a letter from the administration of Naro-Fominsk. It said that «Rogacheva M.I. according to the Decree of President of the Russian Federation D.A.Medvedev No.714 dated 07.05.2008 «On living maintenance of the Great Patriotic War veterans of 1941-45 » WAS NOT INCUDED in the lists of the candidates for new home».
As it turned out now instead of the privileged line where she was the fourth, Maria Ivanovna was put in the general line. And there the 90-year-old woman id under No.… 288.
Searching for Truth
ndrey Stolbunov and an NTV shooting group went searching for truth to Anatoly Shkurkov, head of the urban district of Naro-Fominsk. But Anatoly Semenovich, as it turned out, was not to be taken at first glance. He invited immediately a specialist with documents who explained the whole situation with the veterans in line. So as early as in March when Rogacheva was persuaded that she would get new home any day, her documents were transferred among those of other veterans and their family members entitled to social support from the federal budget to Mikhail Klyushnikov – chairman of property management committee of the Administration of Naro-Fominsk municipal district. At least, as the urban district head assured on showing letter No.01/2-11 dated March 3, 2009 года in support of his words. That is it came out in the end that we should appeal to the district authorities.
But these authorities, as it turned out, were not born yesterday, too. Mister Klyushnikov beat offthe serve Naro-Fominsk head easily fishing out service note No. 871/2-12 dated 04.08.2009 signed by already familiar to us Anatoly Shkurkov. As it proved sending us to the district authorities Anatoly Semenovich held back that in fact it was he who had stroke the 90-year-old Maria Rogacheva off the privileged line in connection with … improvement of living conditions.
The veteran’s widow’s grandson  present by this conversation become just numb with astonishment. He could not recollect when and what were the circumstances his grandmother’s living conditions had been improved at. Mikhail Klyushnikov did not fail to remark что that his authority (property management committee) was governed exclusively by the information submitted from the town authorities. The ball was again at Shkurkov’as side.
The same evening the head of Naro-Fominsk, targeted by television cameras together with the investigation participants, came to Maria Ivanovna’s flat, and gave a sacramental obligation to examine the situation and find a flat for the widow, that being in the presence of numerous witnesses.
Is the Promised to Wait for Three Years?
However, it looks like the urban district’s head’s promise can remain just a promise. Befor the New Year Maria Rogacheva’s grandson, Konstantin, was invited to examine a flat which the local administration offered the veteran’s widow. According to Konstantin, the «new» flat was hardly different form their present one, it is impossible to live in it.
Meanwhile, in accordance with the Federal program on living maintenance for veterans and invalids a flat was to be granted before May 1, 2010, and the money from the state budget had been allocated for these purpose.
Having got disappointed in the promise of the head of Naro-Fominsk Administration, Maria Rogacheva, the veteran’s widow, and her grandson appealed to IPO «Spravedlivost for assistance».
