The first summer day brought a serious, let us say, tectonic shift in Moscow regional authoritative structures. Vice-Governor of Moscow region Aleksey Panteleyev was dimissed.
This move of Governor Boris Gromov was rather predictable. During the latest months not quite irreproachable relations of the former Vice-Governor with the law were much written and spoken about. In particular, the text appeared in the internet beginning with the following phrase: «One of the largest subjects of the Russian Federation – Moscow region – is in critical financial situation. Such situation is the result of corruptive activities of a number of high-ranked officials in the Moscow regional government, first of all: Vice-Governor of Moscow region Panteleyev A.B., first deputy chairman of Moscow regional government – Minister of finance Kuznetsov A.V., deputy chairman – Minister of transport Katsyv P.D.».

Undoubtedly, this crucial decision did not come to Boris Gromov easily. Panteleyev was his military companion from the times of the Afghan war. It is therefore more pleasant to see the resolute longing of the Governor of Moscow region to struggle corruption in his region.
IPO «Spravedlivost» informed not once law authorities of, to put it mildly, irreproachable conduct of the Vice-Governor, as well as of his close collaboration with Kuznetsov, fugitive minister of finance of Moscow region and  Katsyv clan. In fact, Panteleyev hushed up the affairs of the both ministers. Including the use for this purpose используя the resource of Head Board of Regional Security of Moscow region, which was under his supervision.
There will be talks (inspired by certain persons) that Panteleyev’s resignation slackens Gromov’s position. That was just the case with the notorious Kuznetsov who is now hiding from justice. Then Moscow regional Governor was sent in many directions: to Kiev, to become a pensioner. The result was just the growth of his rating as principal head. A sincere wish of Boris Vsevolodovich to get rid of officials compromising Moscow regional authorities and the Governor in person, just strengthens his positions. It evokes additional support of Boris Gromov’s line by inhabitants of Moscow region, public organizations, and competent structures as well.
IPO «Spravedlivost», as human rights organization, supports fully any measures of Governor Gromov meaning to purify regional authorities from such kind of persons. We are sure that the figurant of our several investigations Minister of transport of Moscow regional government Petr Katsyv will from now on behave more modestly.
The recent incident with his partner Kuznetsov and the present case with his patron Panteleyev will make high-ranked corruptive officials restrain from attempts impact human rights activists with the help of law-enforcement structures (unlawful searches, withdrawal of documents) or build plans for bankruptcy of regional enterprises which perform defensive  order.
We feel pity for Panteleyev in a way. In other time, I other place, remaining a serviceman of the Russian army, he could have brought much benefit to the country and himself. But he was involved to the flock of the big ones. Leksy Panteleyev was not ready at all to march within this party.
