On Tuesday, May 19 there was the sitting of the Council of Moscow City Department of the All-Russian public veterans organization «Military Fraternity». Over two hundred representatives of this public organization: veterans, Heroes of the Soviet Union, members of the families of Motherland’s perished defenders, people who took part in liquidation of Chernobyl Atomic Power Station breakdown participated in its work.

One of the most discussed issues was participation of Moscow Department of «Military Fraternity» opposing corruption. Information on this matter was presented by Dmittry Baranovsky, participant of the Afghan war, first deputy chairman of the Board, deputy chairman of Board of Directors of IPO «Spravedlivost». His appearance was the ground for a resolution adopted by the participants of the sitting.

Corrupt manifestations is the main reason for drastic efficiency decrease of governmental management. Corruption makes serious damage to state security and defensive capacity. At present corruption scales are as great that only with the help of changing laws and taking strong administrative measures it cannot be overcome!
The veterans organization undertakes permanent military patriotic work with the youth under conditions of high corruption level in the Russian society. But very often veterans as the most honest and patriotic people оказываются are out of work. Young people from simple, poor, socially undefended families come to serve in the army.
Social matters of veterans, invalids, members of their families and the families of Motherland’s perished defenders are solved as declarations, and more often not even so. Certain officials are busy with tamping their pockets but not with solving social matters.
Successful experience of other countries shows that efficient opposition to corruption is impossible without active support of common people and without public human rights organizations. At present over России зарегистрировано свыше 300 000 non-commercial organizations are registered in Russia. However, their activities are often limited to declaration and statements of necessity of struggling corruption or support of anti-corruption initiatives of the country’s leaders.
The same position is taken by absolute majority of mass media which became active participant of corruption relations. Widely spread is publications of money ordered materials in mass media.
Corrupt officials penetrate actively into policy and press honest officials out of governmental authorities originating unbearable conditions for their work and depriving them from the prospects of official growth. Provocations are launched and criminal cases are organized against those who try to resist.
We suppose that every participant of the veterans’ movement must not stay aside from the activities of public anti-corruption organizations reinforcing their statements with certain actions. By the way, human rights public organizations must build their activities grounding on active interaction with governmental authorities which does not exclude taking a principal position on matters under discussion.

In this connection the veterans of Moscow city department of «Military Fraternity» are ready to get involved in active work opposing corruptive manifestations, take an active part in suppression of certain examples of despotism of some officials and support human rights organizations specializing in struggle against corruption.
An efficient state under contemporary conditions is impossible without effective interaction of civil society and officials. These are two components of the whole.
